A large, government-related organisation is looking for an experienced Executive Director – Human Capital & Organisation Development to spearhead its enterprise-wide people strategy, organisational development, and HR Centres of Excellence during a significant period of operational growth. This role, reporting to the Chief Human Resources Officer, requires a senior HR leader with a proven track record in government or quasi-government environments, strong organisational development capabilities, and credibility at the executive level.
Key Responsibilities include:
- Leading the Human Capital and Organisational Development agenda, including Centres of Excellence focused on organisational development, talent frameworks, and leadership development.
- Designing and delivering organisational development and change initiatives that support large-scale operational growth.
- Partnering with executive leadership on organisational design, succession planning, and workforce strategy.
- Establishing and maintaining HR governance frameworks in accordance with UAE federal regulations.
- Overseeing job architecture, competency frameworks, and performance management systems.
- Acting as a strategic advisor to senior leadership on organisational capability and people risk.
Essential Requirements:
- Senior HR leadership experience within government, quasi-government, or highly regulated public sector organisations.
- Strong hands-on organisational development experience in large organisations (1,000+ employees).
- Proven experience leading HR Centres of Excellence or enterprise HR transformation initiatives.
- SHRM-SCP / SHRM-CP or CIPD Level 5 or 7.
